HM allocates work to his deputy

NEW DELHI, June 11: Following Prime Minister Narendra Modi's advice to cabinet ministers to assign enough work to their junior ministers, Home Minister Rajnath Singh today made his deputy Kiren Rijiju incharge of several divisions, including border management and North-Eastern affairs.

Officials sources said Singh allocated divisions like disaster management, human rights, border management, north-east and a few others to Rijiju.

The Minister of State for Home will be in-charge of the day-to-day affairs of the divisions and report to the Home Minister directly.

Singh himself will handle crucial divisions like internal security, Left Wing Extremism, centre-state affairs, police modernization and a few other divisions.

The work allocation came days after the Prime Minister had asked his cabinet colleagues to allocate enough work to their deputies and report to him at the "earliest".

"It is requested that the distribution of work between the  Ministers of State in your Ministry kindly be sent to this office at the earliest", Modi has said in a note sent to cabinet ministers. PTI

 

No post retirement appointments: Govt

NAHARLAGUN, June 11:  The Government of Arunachal Pradesh has put a general ban on post retirement appointments of Government Servants in an order issued on June 6.

The head of department’s have also been directed not to process the proposals for extensions/re-employment of retiring employees.

Further, where extension / re-employment has been granted in the past, fresh proposals for their extension of service shall not be entertained anymore by the Government; according to a  press release issued today  by the Commissioner, Department of Personnel, AP Civil Secretariat. (DIPR)

Training on E-procurement held

ITANAGAR, June 11: A training programme on e-Procurement was organized for senior officers of Public Works Department at the Conference Hall of Planning Department here today. Resource persons from NIC and State Council for IT and e-Governance (Department of Information Technology), GoAP explained various aspects of e-Procurement through Power Point presentations.

E-Procurement system, which is mainly for maintaining transparency in tendering works and services using electronic methods at every stage of the procurement process is being advocated by Govt. of India for improving vigilance administration under the National e-Governance Plan as a Mission Mode Project.

All the Chief Engineers, Superintending Engineers, key IT personnel of PWD attended the training programme, according to an official release.

 

AAPLU demands separate labour minister

ITANAGAR, June 11: The All Arunachal Pradesh Labour Union (AAPLU) in a memorandum has urged the Chief Minister to appoint a separate Labour Minister to look after the affairs of the working community.

Since Labor Department is one of the major departments with thousands of labour force, it needs a separate minister not only to look after the welfare of the labourers but also implement all labour laws letter and spirit in the state, the AAPLU memorandum said and urged the CM to appoint a sincere and able MLA as Labour Minister.

 

236 benefited from health camp

LONGDING, June 11: Altogether 236 patients were benefitted from the RCH health camp conducted by the Longding District Health Society (DHS) at Pumao under Pumao circle today.  Besides health check-up, medicines were also distributed to the patients.

 The day-long proramme included Best Baby Show, awareness on exclusive breast-feeding, programme on adolescent sexual health and school children screened under School Health Programme. Among other, Banpoh Lukham, ASM of Pumao village, students, Panchayat members, and youth  were present on the occasion.

 

K-Pop audition in Dimapur

ITANAGAR, June 11: The much-awaited contest for Korean pop fans in India has been announced by Korean Cultural Centre India on Friday.  This time the auditions will be held in four Indian cities of Mumbai, Dimapur, Chennai and New Delhi and  the grand finale is scheduled to take place at Sirifort Auditorium, New Delhi on 30th August.

The Northeast round of live auditions will be held on 26th July at IMC Hall, Dimapur with 12 participants (6 singing team + 6 dance team) from the region selected via the preliminary online round.

The contest entries will run until the 13th of July. This will be the period to submit and upload videos of contestants performing a song or dance cover of any Korean artists within the video-length of 5 minutes each on the official contest website Kpopindia.com starting this 5th June onward.

The winning team will be awarded all-expenses-paid trip to South Korea sponsored by Korean Cultural Centre India and an opportunity to perform in the K-Pop World Festival in Changwon.

Last year, New Delhi-based Crazy Freaks Dance Crew who won the contest went on to perform at the K-Pop World Dance Festival 2013 in Gangwon, South Korea where dance teams from all over the world competed.

 

Medical camps in Changlang

NAHARLAGUN, June 11:  Vivekananda Kendra, Arunachal Pradesh Prant recently organized Medical camps in Changlang.

The camps started from 7th June and concluded on 10th June. Bubang and Yanman under Khimiyong circle and Khuchep I under Changlang circle were covered during the camp dating June 7-10.

More than 150 patients were examined and free medicines were distributed. 41 children were treated for worm infection.

It is to be mentioned that 10 Health Workers of Vivekananda Kendra are working in remote villages of Changlang especially in Khimiyong and Yatdam circles, where many villages don’t have any motorable roads.

 

Union alleges use of inferior quality material

ITANAGAR, June 11: In a letter to the Additional Deputy Commissioner, Namsai Sub Division, Lotong Banggo Students’ Union has alleged use of inferior quality material for construction of government secondary school, Jaipur. The union said that its members visited the school and found that inferior quality building materials were being used for construction.

The union called on the ADC to inspect the ongoing construction work and instruct the executing agency for speedy construction.

 

Anti-Malaria month observed at Kimin

ITANAGAR, June 11: Anti-Malaria Month was observed at Zonal Meical Office (ZMO) Kimin yesterday by organizing a malaria awareness meeting.

Signs, symptoms and causes of malaria, dengue and Japanese encephalitis, their preventive measures and the importance of early diagnosis and treatment were highlighted during the meeting by Papum Pare District Medical Officer Dr. R. Ronya and DRCHO Dr. Kipa Tuglik.

The meeting also chalked out strategies to ensure quality and complete coverage of DDT spray.

A mass tree plantation was also organized within the premises of ZMO office to mark the World Environment Day celebrations.

The programme concluded with a farewell function for RK Dutta, Zonal Entomologist, who retired in February last.

 

Reconsider validity period of NGOs, appeal societies

ITANAGAR, June 11: Various organizations have called for reconsideration of validity period of NGOs to be changed from one year to 3 years.

Organizations such as Himalayan Tribal Welfare Society, Orphan Trust Society, Langbia VFMC, Sei Donyi Charitable Trust, Everest Welfare Society, Women & Child Development Society, Buchi-Butti Welfare Society, Niya-Ko Society, Jottam Welfare Society, Uku-Una Society, SWM&POrg, Brand Arunachal Society and NNCC in its letter addressed to the registrar of society, it maintained that validity period of only one year is too short a time and that many of the NGOs are based away from Itanagar.

It also called for reducing the renewal fee which is Rs 4000 saying that many NGOs run on razor thin fund.

 

 

FC Doimukh lifts Taba Tath Memorial Football Trophy

ITANAGAR, June 11: FC Doimukh won the 3rd Taba Tath Memorial Football Tournament defeating Gangte Togung SC 3-1 in the final via penalty shootout at Rajiv Gandhi Stadium, Naharlagun today.

The awards for ‘Best Player’ and Best Goalkeeper were won by Panye Raju and Tage Pilya of FC Doimukh respectively. Gyamar Apa of Gangte Togung SC became the highest scorer of the tournament. The discipline team award went to Model Sporting Club of Naharlagun.

Attending grand finale of the tournament, newly appointed Parliamentary Secretary Likha Saaya exhorted the youths to become a role model and involve in constructive activities for the betterment of the society. He assured them that he would try his level best as a parliamentary secretary for development of youth and sports in the state.

APYC president and APB&OCWWB chairman Nyamar Karbak said sports foster friendship, develop leadership quality and teach discipline. He asked the players to maintain the same spirit in future too.

The final match was also witnessed by vice president and general secretary of ANSU, among others.

Rajnath, Rijiju assure full support to Arunachal

NEW DELHI, June 11: Chief Minister Nabam Tuki called on Union Home Minister Rajnath Singh and his deputy Kiren Rijiju separately at New Delhi today to discuss several important issues related to Arunachal Pradesh. Both Rajnath Singh and Kiren Rijiju assured full support and cooperation to the state.

While emphasizing the need to address critical challenges Tuki appealed Rajnath Singh for enhancement of funds under Border Areas Development Programme (BADP), sanction for modernization of police forces, two more IRBN Battalions as well as additional para-military forces for Trans Arunachal Highways and hydropower projects, additional funds for infrastructure development in existing police stations and funds for disaster management in current monsoon season.

The Chief Minister also called on Union Minister of State for Home Affairs Kiren Rijiju at his North Block office here and discussed various matters related to home affairs in Arunachal with him.

Earlier in the day, the Chief Minister called on Union Minister of State for Finance, Commerce & Corporate Affairs Nirmala Sitharaman at New Delhi. In a memorandum submitted to the Union Minister, Tuki apprised her about the financial situation of the state and sought the intervention of the Union Finance Ministry for a special financial package to tide over the financial challenges that the state has been facing due to a low resource base.

The Chief Minister also had a comprehensive discussion on enhancing the trade and commerce activities in the state with special reference to border trade. The reopening of the Stillwell Road and to develop the border infrastructure near Pangsau Pass figured in the discussions. The Union Minister assured that the Arunachal Pradesh section of the Stilwell Road will be given priority.

While outlining the prospective steps to augment the sector, Sitharaman requested the state to develop a roadmap for the creation of commerce centres along the Trans Arunachal Highway. The Union Minister also mentioned the need to boost connectivity in the state and stressed on immediately expediting the construction of the road from Tawang to Rangiya through Bhutan. The Chief Minister requested the Union Minister to include this matter in the agenda for Prime Minister’s upcoming visit to Bhutan.

RMSA teachers appeal for release of salary

ITANAGAR, June 11: The teachers working under Rashtriya Madhyamik Siksha Abhijan (RMSA) has not been paid their salaries ever since they were appointed. Majority of teachers working under RMSA was appointed after going through grueling interview in the month of February this year and joined their respective place of posting in the month of March.

These teachers are well qualified with B.Ed degree and have passed Arunachal Pradesh Teachers Eligibility Test (APTET). The non-payment of salary has disheartened many teachers. “I was working in private company and had quit the job to be teacher under RMSA. However, am extremely disappointed with lackadaisical attitude of education department towards us. We are not being paid our salary and there is no communication from department in this regard. With price escalation of essential items, how can we support ourselves without getting salary,” shared one teacher.

The RMSA teachers have appealed for the early release of salary. This year many Arunachalee students studying in various colleges of country have complaint about nonpayment of stipend money. Adding to it, SSA teachers are always in news demanding for release of their salaries. It’s time government of Arunachal address these concerns on priority.

 

2 extortionists arrested, 84 vehicles impounded

ITANAGAR, June 11: City Police today arrested two persons for allegedly demanding extortion money from shopkeepers of Chandra Nagar Market area here.

A case has been registered against the extortionist duo, identified as Shaan Sonam (23) and Tapung Bagang (27) under section 384 IPC at Itanagar Police station after police received a complaint against them, informed Capital SP Seju P. Kuruvilla.

The motorcycles used by the extortionist duo were also seized by police, the SP added.

84 vehicles impounded

A total of 84 vehicles were impounded by City Police along with Capital Complex ADM and DTO for various traffic violations during checking at Itanagar and Naharlagun in the last three days.

The vehicles owners  were suggested to maintain and possess proper documents of their vehicles, fix proper number plates and park the vehicles properly without causing obstruction to traffic, the SP said.

Banned tobacco products seized, hardcore

criminal nabbed

Meanwhile, Lohit Police along with town magistrate seized 18 kg of banned tobacco and tobacco products like khaini, zarda, pan masala, gutka from various shops in Tezu yesterday.

Police also imposed penalty on 191 vehicles for violation of various sections of MV Act and realized Rs. 24,500 as fine from the violators, informed Lohit SP Tumme Amo.

Lohit police also achieved a major success when a team of police led by Chongkham outpost in-charge Inspector T Pertin nabbed a hardcore criminal involved in various cases of kidnapping and Arms Acts in a late night operation last night, the SP informed.

ILP checking has also been intensified in the district, he added.

 

Zero tolerance to corruption: MLA

ITANAGAR, June 11:  While disclosing his roadmap for the development of 56 Khonsa-West Assembly constituency, the MLA Tirong Aboh, lamented that some government departments and some local contractors were indulging in malpractices in the past about which he had concrete evidence and re-iterated that there will be zero tolerance to corruption during his tenure and that no malpractices whatsoever would be tolerated.

The newly elected MLA convened the marathon development meeting at his village Dadam yesterday in which ADC, CO, 36 CRPF, CO, Dadam, HoDs, PRI leaders and public leaders of Dadam area actively participated.

He urged the HoDs to work with a missionary zeal and guide the villagers properly. The MLA asked his people to co-operate with the government agencies and execute the schemes effectively and as per specifications enshrined in the guidelines. He appealed the HoDs to awards contract works to the local contractors which they deemed appropriate.

ADC H. Matcha while participating in the deliberations appreciated the MLA for conducting the all important development meeting which helps in better co-ordination between the MLA, the HoDs and the public.

He said that many short-comings and misunderstands could be shorted out during such a meeting. All the villagers submitted public memorandum to the MLA and the teachers of the area highlighted their problems.

All the HoDs spoke at length about their respective departments and asked the people to co-operate and support the departments in executing the government schemes in their own interest. DIPRO Denhang Bosai told the people not to be dependent on their MLA and the government alone for everything adding that the vast arable agricultural and horticultural lands were lying unutilized regretting the people only applied for profit-oriented schemes and not schemes related to agriculture and horticulture.

Earlier, the CO, Dadam, Asan Kri threw light on the multifarious problems faced by the whole Dadam area and requested the MLA to look into those problems on priority. Wangdi Hakhun, senior public leader highlighted on some of the new development in Dadam and appealed all to strengthen the hands of the MLA to enable him usher in unprecedented development in the 56 Khonsa -West constituency. Horticulture minister holds meeting with senior officers of department

ITANAGAR, June 11: Horticulture Minister Chowna Mein held a meeting of senior officers of the department in his office yesterday regarding on-going schemes and projects of the department. The meeting was also attended by Parliamentary Secretary, Horticulture, Mutchu Mithi.

During the meeting, Mein exhorted the officers to work more dedicatedly for welfare of the farmers. The vast available land resource of the state should be utilized for horticulture activity, and for which a proper land use policy and perspective plan is required, he said and suggested that special attention should be paid to backward districts like Tirap, Changlang, Longding, where drug addiction and illicit cultivation of poppy is still rampant.

Farmers should be provided livelihood alternatives through horticulture in a phased manner. Jhum lands should also be converted to permanent horticulture plantation for protection of the environment and also to provide alternative source of income to farmers who are engaged in jhum cultivation, he said adding that revamping of the department and mechanization of farm activities is essential for giving further boost to horticulture activity in the state.

The minister further advised the department to ensure that centrally sponsored programme, like NEC scheme should benefit small and marginal farmers rather than few individuals.

Secretary, Horticulture, Sudhir Kumar, suggested that there should be a paradigm shift in the approach of the department in planning and implementation of various schemes and projects in the present context.

He advocated for allowing contract farming in the state to use the vast available land resource.

Kumar further suggested for allowing consultancy service by officers of the department as per need of the farmers and entrepreneurs for proper utilization of technical manpower of the department and to provide the much needed moral boost and incentives to officers.

 

Taloh urges teachers to be punctual and dedicated

BOLENG, June 11: Education is not only an entry point to all opportunities, but also essential human virtue that signifies man’s supreme position in society, stated Education Minister Tapang Taloh today while holding an interactive meeting with the academicians of Pangin-Boleng educational block at the Govt. HS School auditorium. It was attended by DDSE Tani Talom, DPC (RMSA) Talem Jamoh, BRC, CRC, principals, vice-principals and teachers.

In his address the minister Taloh said education uplifts our living standard. He urged the teaching community to contribute their best in the state building process saying that teachers are responsible for shaping futures of millions of youths. They should demonstrate fair and moral actions and ensure that all the students are attending their schools regularly. They must act like “Guru Dronacharya” who shared a special bond with his pupils, he added. Moving towards sustainable development in education sector, the teachers must be punctual, disciplined, dedicated and devoted. The government schemes and projects should effectively be implemented to bring practical benefits in the grassroots level with missionary zeal & vigor. He hoped the department would create a people friendly atmosphere and function with full transparency. The minister believes that the curricular and co-curricular activities have equal significance in the teaching-learning process. Co-curricular activities should be encouraged besides normal academic courses to develop physical fitness, confidence and personality.

Taking privilege, Taloh informed that during his last short tenure as Minister Industries, Textile & Handloom, the state achieved remarkable progress and brought laurels participating in national and international trade fairs and exhibitions. DIPRO

 

DC gives emphasis on punctuality; MLA calls for road map of development

PASIGHAT, June 11: A coordination meeting of all the heads of offices of the East Siang district was held here today. Among others MLA  Kaling Moyong also took part.

Chairing the meeting, Deputy Commissioner Nidhi Srivastava, while appreciating all for their support and dedicated works for smooth conduct  of recently concluded simultaneous election, urged all to be disciplined and punctual and infuse the same to their subordinate.

She informed that regular department-wise review meeting will be conducted to work out the best way to implement the schemes and programs successfully. She instructed the Principal and Head Masters to be more strict and bring more discipline in the schools. Welcoming the newly elected MLA, the DC assured to lend all co-operation and support for the development of the area.

Kaling Moyong thanked all for their support and hoped that with the help of the experienced officers, more development can be ushered in.

He said that electricity, health, education, water supply and roads etc will be his priority. A road map of development is the need of the hour. Since the world has become a global village, a new policy of development with unity has to be formulated. Moyong said that he wanted to see a healthy, crime free and developed society for which he sought co-operation and support from all.

Weigh Bridge at Ruksin BFC installed

RUKSIN, June 11: Fulfilling its efforts to check revenue pilferage at Border Facilitation Centre (BFC) at Ruksin inter-state entry point here, the Pasighat division of Rural Work Department recently completed installation of an electronic weigh bridge and handed over it to concerning authority.

Inordinate delay in installation of the weigh brigde caused concerned of the state revenue department. There was report of tax evasion in the trading articles passing through the gate that actual measurement of weight of the trading goods is impossible without the help of specific machines.

It may be recalled that the government had sanctioned an amount of Rs 27 lakh for installation of a weighbridge at Ruksin BFC. Presently, the BFC is using as main office of Tax & Excise department in the Sub-division and the officials are optimistic that successful installation of the weigh bridge will help them in checking of revenue pilferage in the export and import trading items pass through the gate.

There is another weigh bridge project at the same BFC. The project worth Rs 17.62 lakh funded under Special Plan Assistance (SPA) - 2011-12 is not yet progress. The Pasighat division of Water Resource Department, which is the implementing agency of the project, is delaying the bridge installation work pretending various technical reasons.

The government has planned to install such machines with CC TV camera at eight other BFCs in the state.

 

SIRD workshop on training delivery, planning and monitoring

ITANAGAR, June 11: A four-day Orientation Training cum Workshop on Need for Strengthening Training Delivery and Improving District Planning and Monitoring commenced at Rijo Conference Hall, Daporijo yesterday.

The programme is being attended by elected Zilla Parishad Members, Anchal Samiti Chairpersons and Members, Gram Panchayat Chairpersons and newly recruited Assistants under RGPSA.

Inaugurating the programme, DPDO in-charge Hage Taka highlighted the importance of KSA where K- stands for Knowledge, S- stands for Skills and A- stands for Attitude, for effective leadership by PRIs.

He said that the SIRD plays a very important role in imparting K S A and is the only organisation doing so in Arunachal Pradesh, therefore, their training needs to be taken seriously.

He encouraged the participants to have proper understanding of all concepts and disseminate the information as master trainers amongst their colleagues and subordinates.

Earlier speaking on the occasion, Dr. Kirto Loyi, Deputy Director SIRD cum in-charge of Training under BRGF, emphasized on the need to lean new processes and software which have been made mandatory by Ministry of Panchayati Raj  Government of India (MoPR).

He assured all possible facilitation from SIRD in providing support for enabling concerned staffs to acquire required knowledge and expertise for data entry under ActionSoft.

He also informed about the latest instructions from MoPR where mandate updation of relevant MIS data pertaining to Panchayat Enterprise Suite (PES) is essential for receiving any subsequent allocation.

Dr. Rakesh Srivastava, Dy. Director SIRD cum Coordinator of the training programme dwelt on convergence of all resources at planning stage for creating a larger pool of resource in terms of manpower & funds for meeting critical gaps in local infrastructure.

He requested the participants to forward their training requirements in any field pertaining to their work area through concerned member secretaries so that SIRD is able to meet such demand at the first available opportunity.

 

Board endorses APB&OCWWB draft annual budget

ITANAGAR, June 11: The 13th Board meeting of Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) held here yesterday endorsed the draft annual budget of the Board for the financial year 2014-15 for onward submission to the government for approval.

Chairman of the Board Nyamar Karbak while appreciating the effort of the state government led by Chief Minister Nabam Tuki for the welfare of the working class people by revising the minimum wage, suggested the Board to figure out means for enhancement of remuneration of the staff of the Board in the same line. The Board would work in tandem with the government in fulfilling vision of the Chief Minister to uplift the socio-economic status of the working class people in particular.

Attending the meeting, Deputy Secretary (Finance) Danyi Pyaro, who is also a member of the Board, suggested the Board to work out mechanism to get back the fund of the Board deposited in the Govt. exchequer for the last two years.

Deputy Secretary (Law) and Member of the Board Ginya Bomjin stressed on proper implementation of all schemes in letter and spirit.

Earlier, action taken report was presented to the Board by Secretary S. De Sarkar.

Administrative Officer Neelam Tan presented the budget of the Board through a PowerPoint presentation.

Kenkar Yomcha, Board member and president of INTUC also spoke on the occasion and suggested the Board to create awareness campaign to make people know about various welfare schemes and activities of the Board for the welfare of working community.

 

‘State Govt committed to youth empowerment’

ITANAGAR, June 11: Chief Minister Nabam Tuki led state Govt is committed to the development of youth.  The Govt is taking every step to take the youth forward in the path of self-reliance, said MLA cum parliamentary secretary, industries, Tatung Jamoh  yesterday at the valedictory function of the week-long residential Intensive Motivational and Skill Training for Govt-sponsored trainees under Making India Employable Educational Services, Gurgaon, organized by Don Bosco Youth Centre here.

“The Government is with you.  Believe in yourself and believe in others and treat everyone as your brother and sister”, said Jamoh.  The parliamentary secretary also cautioned the participants, especially girls, as they leave for New Delhi to take special care of personal security.  

The week-long training managed by three full time trainers of DBYC, Medorhenuo Tsukru, Bompi Angu and Tai Mary and other part-time trainers grilled the fifty participants on topics such as Personal Grooming, Leraning to Live and Work Together, Work Ethics, Values, Dealing with Hurt and Anger, Addictive Habits, Problems Faced by Young People, Being a North Easterner outside North East and practical sessions on Written and Spoken English, Interview Handling, CV Preparation, Pubic Speaking and Group Activity.  The sessions imparted theoretical and practical knowledge of skills relating to life and employability to the participants.

Speaking at the valedictory function, Subu Tabin, Director Skill Development, Directorate of Skill Development and Employment Generation, explained to the trainees all technical aspects of the scheme and the necessity of all participants adhering to all norms set by the Government for the training to be successful.  He also expressed great satisfaction over the Orientation Programme being done by Don Bosco Youth Centre and expressed desire to make the same mandatory for all Vocational Training Providers (VTPs) who take youth for skill training to various parts of the country as it helps the trainees to successfully go through the rigors of training and be motivated.  

Dr. V. N. Sharma, State Liaison Officer for NSS, who was also present as Special Guest, requested the participants to make Arunachal shine in Delhi and to be disciplined, sincere and dedicated.  

Taw Tebin, General Secretary, Arunachal Pradesh Catholic Association, who also participated in the valedictory function, extended the support from his personal side as well as from All India Catholic Association.  “Our units are operational in most parts of the country and you can take assistance from All India Catholic Association in any case of emergency”, assured Taw Tebin.

Mathai, Parish Priest, Catholic Church, Itanagar, spoke of the services the Salesians of Don Bosco render to young people in 132 countries the world over.  He also expressed great happiness over the good-will and support that DBYC enjoys from young people and the public and exhorted the participants make full use of all the facilities provided at Don Bosco Youth Centre.

Prem Khandu, representing the trainees thanked the Government of Arunachal Pradesh for the wonderful opportunities being provided to youth.  Prem also thanked DBYC and all the staff for the ‘life-changing’  training.  “The past week of training has changed our lives forever.  We came here like a bunch of naughty ‘monkeys’, but today we go out of DBYC as young people motivated and committed to self and society.   When we entered DBYC, we knew that it was a different place and we have changed,” said Prem in an emotional note.  

The batch of fifty youth leaving for MIE, Gurgaron, today will take up training in Information and Communication Technology, Beauty and Hospitality & Tourism.

Focus on Mac Mohan line

In a major step to fortify defences along the China border, over 50 new border posts are being planned for the Indo-Tibetan Border Police (ITBP) force in Arunachal Pradesh. As per the official sources, proposal for creating 54 modern posts for the ITBP is under consideration of the Union home ministry after the border guarding force recently submitted a proposal in this regard. Arunachal shares a total of 1,126 km of its international border with China, second in length after Jammu and Kashmir which has a 1,597 km long frontier with India's eastern neighbour.

As part of modernization and better border management planning of India's security mechanism along this border, prone to a spate of incursions, the posts will be, under the proposal, equipped with all the basic gadgets that the troops require to position themselves at these icy heights. Prime Minister Narendra Modi during an election rally at Pasighat town in month of February this year had asked China to shed its expansionist attitude. While Modi may pursue for improving relation with China, his indirect warning to China shows that his government will not accept any adventure in border areas by Chinese security forces. Defence think-thank believes that Modi government will focus on development of border areas with special attention on Mac Mohan line. Hopefully Arunachalee people living in border areas will reap the benefit of border development plan being initiated by new government.

Let all the babies and mothers live

Dear Editor,

Through your esteemed Daily, I on behalf of the people of Aalo would like to appeal the highest authorities of Health Department to post one Gynaecologist at District Hospital.

On 4th June, one woman died while delivering a baby due to unavailability of Gynaecologist at hospital.

The people of Aalo, especially the bereaved family members are still in the state of shock that, the death could have been averted if a specialized doctor had attended to the delivering mother on that fateful day.

May be due to lack of basic infrastructure at Aalo Hospital, the doctors are in habit of referring most of the ailing patients to the nearest hospitals/nursing homes in Dibrugarh, Pasighat or Itanagar. These places are far away from Aalo. In many instances, the emergency patients have died while on way to these nearest hospitals.

Now, I could only imagine the health of people living in the inaccessible interior places of Arunachal Pradesh if the District Hospital itself is unequipped and unprepared for emergency cases.

Not only at Aalo, in all the District Hospitals, the local MLA and the Government should ensure the basic life saving tools, medicines, specialized gynaecologist and supporting staffs to save each and every new born baby and its mother.  Hope the concerns and plight of the people of Aalo will be addressed sooner not the later.

Mortgaging our future

Dear Editor,

I would like to place a few words in connection with the advance money taken from NHPC on 30th June, 2007 by Government of Arunachal Pradesh. It was on 9th April, 2007, the Late Dorjee Khandu took oath of office as Chief Minister of Arunachal at Raj Bhawan where he announced to revive the collapsed Co-Operative Apex Bank Ltd within four months period.

He managed to keep up his word by reviving the collapsed bank within three months and ten days but by taking advance money of Rs.225 crores on interest rate of 9% per annum from NHPC with an arrangement to adjust both principal and interest against 12% free power that Arunachal Pradesh is supposed to get in future from 2000MW Lower Subansiri Hydro Project, Gerukhamukh as and when it comes into operation.

It is learnt that cumulative interest amount has gone upto Rs.177,95,76,684/-as on 31st March,2014.

It is also learnt that due date for commissioning  2000MW LSHP, Gerukhamukh was Dec, 2013 but it has been pushed to 2017 due to protest. Till then 9% interest on Rs.225 cr will go on cumulating against Govt of Arunachal Pradesh.

Both principal and interest has came upto Rs.402,95,76,684-/as on 31st March, 2014 and till 2017 it may come upto Rs.600 crores or above.

This huge amount practically belongs to younger generation of this State but the amount has already been spent in advance due to previous policy makers of this State who went in the wrong direction.

However, Late Dorjee Khandu, former Chief Minister deserves appreciation for his prompt action which helped dragging out Apex Bank from deep gorge and presently it is functioning normally but by mortgaging future revenue of this State.

Now, taking it as one example, I would like to appeal policy makers of this State not to swing into such direction or take policy decisions which will cost much heavier in future rather than developing the state.

For many ‘Choice’ is not applicable

Dear Editor,

The 7th June editorial under the heading “Expectation from new health minister” made me think for a while and write to you.

I agree that health care cost is huge for majority of the population. In many cases families end up with heavy loans for the treatment of their ill members, making the families even more miserable. In that case, investment by private companies in setting up private hospital in my opinion, would not mitigate health care problem of our state, as corporate hospitals cater to the need of affluent groups. Profit seeking behavior is inherent nature of these companies, which brings up issues of inaccessibility to health care by health seekers. Poor citizens the ‘major sufferer’ in anyway will not be relieved from their sufferings. Those who can avail luxurious health care facilities can always seek services of their choice like corporate hospitals, which is blooming to the fastest. But for the vast majority, word ‘choice’ is not applicable.

According to a news report,  Union Health Minister Dr. Harsh Vardhan has said that “the government is planning to set up 10 new AIIMS-like institute, 50 more tertiary care centres for cancer and 20 state-level cancer institute across the country”.

So, instead of luring by giving incentives to private companies to invest in our state, we expect Health and Family Welfare Minister Kalikho Pul to revamp our already existing health care service system to the earliest and try to bring those government hospital projects for the larger benefits of our people. Yes, it would be difficult and time taking to bring these projects, but in the long run, it will bear more fruits. Many of us think if private companies come and set-up their institute, it will create job opportunities. But I doubt how many people would be willing to work and devote their life in private sector, even though you get to the top hierarchy. One perfect example of recent time is Infosys, India’s second-largest information technology services company, where top executives are quitting their jobs. So, future uncertainty and insecurity is ingrained in private sectors. If we talk about lower grade workers, in the name of employment they will be exploited with meagre salaries and no other benefits.

We hope to see one day people of Arunachal Pradesh will avail the best health care services within state; highly qualified, trained and skilled native health care workers/professionals delivering services to their own needy people with spiked patient’s satisfaction level.
